(က) Vision
– ခေတ်မီဖွံဖြိုးတိုးတက်သော နိုင်ငံတော်ကြီး တည်ဆောက်ရန်အတွက် နိုင်ငံ၏ လိုအပ်ချက်နှင့် လိုက်လျောညီထွေဖြစ်စေမည့် ဆန်းသစ်တီထွင်နိုင်သော ကျွမ်းကျင် ပညာရှင်များ၊ အသိပညာရှင်၊ အတတ်ပညာရှင်၊ နည်းပညာရှင်များ ပေါ်ထွက်လာစေရေး၊ နိုင်ငံတကာအဆင့်မီ သုတေသနအခြေပြု တက္ကသိုလ်များအဖြစ် အဆင့်မြှင့်တင်နိုင် စေရေးနှင့် သိပ္ပံနှင့်နည်းပညာအခန်းကဏ္ဍအား အဆင့်မြှင့်တင်နိုင်စေရေး၊

(က) နိုင်ငံတော်အတွက် တိုးတက်ပြောင်းလဲလာသည့် သိပ္ပံနှင့်နည်းပညာဆိုင်ရာ လူ့စွမ်းအားအရင်း အမြစ်များ ပြုစုပျိုးထောင်ရန်နှင့် ခေတ်မီဖွံ့ဖြိုးတိုးတက်သော နိုင်ငံတော် တည်ဆောက်ရေးနှင့် နိုင်ငံသားတို့၏ လူမှုစီးပွားဖွံ့ဖြိုးတိုးတက်ရေးအတွက် သိပ္ပံနှင့်နည်းပညာဆိုင်ရာ လူ့စွမ်းအား အရင်းအမြစ်ဖြည့်ဆည်းပေးရန်၊
To nurture/develop advancing Science and Technology Human Resources for the Nation and to fulfill Science and Technology Human Resources for socio-economic development of citizens and for building a modern and developed nation
(ခ) ဒေသနှင့်ကိုက်ညီသော သိပ္ပံနှင့်နည်းပညာ သင်ကြား၊ သင်ယူနိုင်မှု အခွင့်အလမ်းများ တိုးတက် ရရှိလာခြင်းဖြင့် လူငယ်လူရွယ်များ၏ အသက်မွေးဝမ်းကျောင်းမှုဆိုင်ရာ အခွင့်အလမ်း ပိုမိုမြင့်မား လာပြီး ဒေသတွင်းဖွံ့ဖြိုး တိုးတက်မှုကို အထောက်အကူပြုစေရန်၊
To increase career opportunities for young people and contribute regional development by improving teaching – learning opportunities of science and technology compatible with region.

To support productivity by conducting research and development activities in the areas of engineering, computer and aerospace (and so on) for the national economic and social development

သိပ္ပံနှင့်နည်းပညာဝန်ကြီးဌာန၊ အဆင့်မြင့်သိပ္ပံနှင့်နည်းပညာဦးစီးဌာန၏ လုပ်ငန်းတာဝန်များမှာ အောက်ဖော်ပြပါအတိုင်း ဖြစ်ပါသည်-

Implementing Ministry policies, objectives and instructions;
Taking responsibility for formulating policies on scientific and technological human resources for the training and development of scientific and technological human resources in accordance with the policies of the Ministry
(ခ) ဝန်ကြီးဌာန၏မူဝါဒများနှင့်အညီ ဦးစီးဌာန၊ တက္ကသိုလ်များ၏လုပ်ငန်းများနှင့် လိုအပ်ချက်များကို ဖြည့်ဆည်းဆောင်ရွက်ပေးနိုင်ရန် စီမံကိန်းများရေးဆွဲ ဆောင်ရွက်ခြင်း၊ ဆက်စပ်ဌာနများ၊ ပြည်တွင်း/ ပြည်ပအဖွဲ့အစည်းများနှင့် ချိတ်ဆက် ဆောင်ရွက်ခြင်း၊
Making plans for the processes and needs of department and universities in accordance with the Ministry’s policies; Cooperating with related departments and local / foreign organizations

Coordinating the opening of undergraduate, postgraduateand short-term courses which are matched the business needs and local needs; Updating curriculum and syllabus in accordance to the changing time and business needs;

Arranging for strengthening the quality of various Science and Technology workforce (teaching, administrative staff and students of DAST)
(င) ဦးစီးဌာနနှင့် တက္ကသိုလ်များအတွက် စီမံကိန်းအခြေပြု ရန်ပုံငွေများလျာထား ရေးဆွဲခြင်း၊ ရရှိ ရန်ပုံငွေများ ခွဲဝေချထားခြင်း၊ အသုံးစရိတ်များ စိစစ်ခြင်း၊
Planning project-based funds for department and universities; Allocation of funds; Scrutinizing expenditure
(စ) တက္ကသိုလ်များ၏ မြေယာပိုင်ဆိုင်ရေး၊ လုံခြုံရေး၊ ဥပဓိရုပ်ကောင်းမွန်ရေးနှင့် စိမ်းလန်း စိုပြေရေးဆိုင်ရာ ကိစ္စများ၊ တည်ဆောက်ရေးနှင့် ဝယ်ယူရေး ကိစ္စရပ်များ ဆောင်ရွက်ခြင်း၊ ဦးစီးဌာနနှင့် တက္ကသိုလ်များရှိ မော်တော်ယာဉ်များနှင့် မော်တော်ယာဉ် ဆိုင်ရာ ကိစ္စရပ်များ စနစ်တကျ စီမံဆောင်ရွက်ခြင်း၊
Managing and carrying out land ownership, security, improvement the images of universities, greening, construction, procurement matters of universities; Systematic management of motor vehicles and motor vehicle matters owned by the department and universities

Performing to reach the level of industrialized universities by linking universities with related ministries, external departments and factories;
Performing to demonstrate student performance and to ensure job opportunities for students
(ဇ) အားကစားကဏ္ဍကို အားပေးမြှင့်တင်မှုအတွက် ကျောင်းတွင်း၊ ဇုန်အလိုက် အားကစား ပြိုင်ပွဲများ၊ နိုင်ငံတကာတက္ကသိုလ် အားကစားပြိုင်ပွဲများတွင် ပါဝင်ယှဉ်ပြိုင်နိုင်ရေး ဆောင်ရွက်ခြင်း၊
Performing to participate in university sports competitions by zone and internationaluniversity games in order to promote the sports sector
(ဈ) ပညာရည်မြင့်မားရေးနှင့် သုတေသနလုပ်ငန်းများ တိုးချဲ့ဆောင်ရွက်ခြင်းနှင့် တက္ကသိုလ် များအား သုတေသနအခြေပြုတက္ကသိုလ်များအဖြစ် ရပ်တည်နိုင်ရေး၊ နိုင်ငံတော် အကျိုးပြု သုတေသနလုပ်ငန်းများ ပေါ်ထွက် လာစေရေး ဆောင်ရွက်စေခြင်း၊
Expanding education and research; Performing to make universities stand as research-based universities and to develop research activities for the benefit of the State

Facilitating to collaborate with local, international organizations and universitiesin academic and research sectorsby establishing Research and Education Network
